Use cases vary greatly within an educational institution. Connections and disconnections happen by the 100s per second. Hacking is an ever present risk. Specific websites may need to be blacklisted. Heavy streaming requirements should not impact the regular academic and administrative data requirement. Availability around the campus should be uniform. Sudden surges in traffic – for example, into a classroom should not overwhelm the system.
